Philadelphia County was established by William Penn in 1682 as one of three counties in Pennsylvania. The City of Philadelphia was the county seat as well as the province's capital. As the population grew, parts of Bucks County and Montgomery County were split off from Philadelphia County, and the City of Philadelphia absorbed the smaller municipalities in the county. The city eventually became coterminous with the county. In 1952, county offices were merged with the city government, effectively abolishing the county government. Philadelphia is located on the west bank of the Delaware River, and the Schuylkill River bisects the city. It is the 6^th most populous city in the United States and the most populous in Pennsylvania. It is a major shipping port and has robust financial and health education economic sectors. Philadelphia is bordered by Bucks County on the northeast, Montgomery County on the northwest, and Delaware County on the southwest. Across the river in New Jersey, the bordering counties from northeast to southeast are Burlington, Camden, and Gloucester.
