Norfolk County is one of only five Massachusetts counties that has a county government, after most Massachusetts county governments were abolished between 1997 and 2000. It is bordered by Worcester County on the west, Middlesex County on the northwest, Suffolk County on the north, Bristol County on the south, and a bit of Providence County, Rhode Island on the southwest. Two Norfolk County towns -- Brookline and Cohasset -- are exclaves, separated from the contiguous boundary of Norfolk County. Brookline is surrounded by Middlesex and Suffolk Counties, and Cohasset is surrounded by Plymouth County. Norfolk County was formed from Suffolk County in 1793 and today includes five cities and 23 towns. The Town of Dedham is the county seat and the City of Quincy, with 91,000 residents, is the largest municipality. There is no unincorporated territory with the county; towns and cities occupy all of the territory and enjoy a high degree of self-government. County government has limited powers and duties compared to counties in most states.
