Like most counties in Massachusetts, Essex County has no county government. County government in 8 of Massachusetts' 14 counties was abolished between 1997 and 2000; those counties' boundaries are now primarily geographic. Essex County's government was abolished in 1999 and its governmental functions were transferred to various state agencies. Essex County was established in 1643; today it is the third most populous county in Massachusetts. It is bordered by Suffolk County to the south and Middlesex County to the west. Its eastern boundary is the Atlantic Ocean. Its northern boundary is with New Hampshire's Rockingham County plus a short stretch of Hillsborough County to the northwest. Essex County is home to 10 cities and 24 towns. Its largest city is Lynn, with 105,860 residents.
