Payne County is a county located in an area of Oklahoma, known as "Tornado Alley." It is covered mostly by rolling plains. Created in 1890 as part of the Oklahoma Territory, Payne County was named for Captain David L. Payne, a leader of the settlers who attempted to enter "Unassigned Lands" of Oklahoma, prior to its official opening for settlement. Payne County is bordered by Noble County, Pawnee County, Creek County, Lincoln County, and Logan County. The county's economy was based on agricultural crops of cotton, corn and wheat for more than 50 years. There are 5 cities and 1 town in Payne County. The city of Stillwater is the county seat, and the largest city in the county. With a population of 46,560, it is the tenth largest city in Oklahoma. Stillwater is home to Oklahoma State University - Stillwater. It is the flagship institution of the Oklahoma State University System, and plays a significant part of Stillwater's economy. In 2013, Forbes Magazine ranked Oklahoma State University (OSU) as number 23 on the list of "Best Value Colleges."
