Baldwin County is a county located in central Georgia. The county was created by the Georgia General Assembly on May 11, 1803. The county is named for Abraham Baldwin, U.S. Congressman representing Georgia, and a signer of the U.S. Constitution. On December 10, 1807, the state legislature created four new counties from Baldwin County's 1806 borders. The current adjoining counties are Putnam County, Hancock County, Washington County, Wilkinson County, and Jones County. The city of Milledgeville is the only city in Baldwin County, and the county seat. The city is bordered on the east by the Oconee River, making it an attractive location to build a city. In 1804, the Georgia legislature declared Milledgeville the new state capital of Georgia. The city served as the state capital from 1804 to 1868. In 1868, after the Civil War, the state capital was moved to Atlanta, Georgia, its present location. The city of Milledgeville struggled to survive after losing the business of the capital. In 1879, local city leaders established the Middle Georgia Military and Agricultural College (later Georgia Military College), and the Georgia Normal and Industrial College (later Georgia College & State University) in 1889. Today, Milledgeville is composed of two main districts. A heavily commercialized area along Highway 441, and the "downtown" area, encompassing Georgia Military College, city government agencies, and various shops and restaurants.
